S4D4C research on science diplomacy reflected in articles in "Forschung: Politik-Strategie-Management"
S4D4C partners Ewert Aukes, Stefan Kuhlmann and Tim Flink are proud to announce that two of their recent articles have now been published in the current edition of the journal "Forschung: Politik – Strategie – Management". The German journal publishes articles (also in German) related to research and research policy and links it to strategy and management aspects.
The current edition (Fo 1+2/2019) has chosen "Wissenschaftsdiplomatie" (which is science diplomacy in German) as its main topic. The chapter on science diplomacy features three articles – and all of them stem from the S4D4C project!
Firstly, Tim Flink writes on "Wissenschaftsdiplomatie in der Europäischen Union: Praktiken und Perspektiven" (Forschung Jg.2018-2020, 1+2, S.5-11). You can find his abstract below.
"The European Commission has recently started to revamp its institutional setting and policies, also in order to engage more explicitly in science diplomacy (SD). While this initiative has been appreciated, it comes along with a variety of challenges. This policy brief identifies three particular and interrelated challenges pertaining to science diplomacy in the European Union: (i) defining science diplomacy as a variable, yet encompassing and succinct framework, (ii) the coordination between Member States and the European Union, and (iii) the training of staff engaging in science diplomacy. First, it is key to comprehend that science diplomacy is a variable concept, therefore, a meta-governance framework is applied as it is sensitive to changing configurations of actors, governance arrangements and policy practices in a case-specific way. Second, the Commission and the Member States institutions are advised to revisit and clarify where and how science diplomacy should be applied in a coordinated way given numerous challenges that all actors are facing. Third, there is a need for training skills in science diplomacy, starting with raising awareness within institutions of the manifold dimensions that science diplomacy has at the intersection of S&T and foreign policy. Avoiding academic prescriptions, we follow and synthetise the advice from science diplomacy practitioners in the European Union who shared their experiences and needs with us."
Secondly, Ewert Aukes and Stefan Kuhlmann tackle the topic of science diplomacy from the governance perspective. Their article is titled "Wissenschaftsdiplomatie? Rahmenbedingungen für einen europäischen Ansatz" (Forschung Jg.2018-2020, 1+2, S.12-17). Their abstract, as published in the journal, can also be found below.
"The interest of foreign policy organisations in science diplomacy is growing. It may transform the mobilisation of knowledge in international scientific and political relations, a.o. to address Grand Societal Challenges. We understand science diplomacy as a constellation of governance arrangements, stakeholders and de facto governance practices. This research note describes the development of guidelines for a meta-governance framework for science diplomacy, one objective of the EU H2020-funded project S4D4C. We derive the building bricks for the framework from nine case studies (the research note is a German-language, revised version of a working paper by Ewert Aukes, Gonzalo Ordóñez-Matamoros und Stefan Kuhlmann from 2019)."

And thirdly, the journal picked up S4D4C’s Madrid Declaration on Science Diplomacy and published its original text on the pages 18-21.
